Title: Director of Procurement
Reports to: Chief Operating Officer
Supervises: Procurement Managers and Supply Chain Leads
Position Overview
The Director of Procurement is the organization's senior procurement leader, responsible for setting strategy, policy, and oversight for all purchasing, contracting, and supply chain operations. This role ensures procurement activities align with organizational priorities, capital programs, sustainability objectives, and risk management frameworks.
The Director leads complex, high-value acquisitions and drives modernization initiatives to improve efficiency, transparency, and compliance. Responsibilities include implementing integrated systems, streamlining workflows, and strengthening internal controls across the acquisition lifecycle. The position also oversees operational support functions such as warehouse, fleet, and property management, ensuring effective resource utilization and compliance.
This role advises senior leadership on procurement strategies, represents the organization in negotiations and partnerships, and fosters collaboration and professional development within the procurement team.
Key Responsibilities
Strategic Leadership & Policy Development
- Develop and execute a procurement strategy with measurable goals for cost savings, compliance, and performance.
- Establish policies and internal controls that ensure compliance while promoting innovation and resource stewardship.
- Advise leadership on acquisition strategies for major projects and enterprise initiatives.
- Represent the organization externally to promote best practices and strengthen partnerships.
Procurement Authority & Oversight
- Serve as the senior contracting authority for high-value agreements and negotiations.
- Oversee the full acquisition lifecycle, ensuring contracts deliver best value and meet strategic objectives.
- Lead vendor engagement and market research to encourage fair competition.
- Ensure readiness for audits and compliance reviews through proactive risk management and continuous improvement.
Process & System Improvements
- Drive modernization of procurement operations through integrated systems and streamlined workflows.
- Implement process improvements and workforce development initiatives to enhance efficiency and collaboration.
Team Leadership & Performance Management
- Manage and mentor a high-performing procurement team, fostering accountability and professional growth.
- Deliver measurable results in contract performance, cost savings, and risk mitigation.
Stakeholder Engagement
- Represent the organization in external engagements and negotiations.
- Promote mission-driven innovation through outreach and partnerships.
Supervisory Responsibilities
Directly supervises multiple managers and oversees a team of approximately 10-15 staff. Responsibilities include hiring, training, performance management, and fostering continuous improvement.
Required Qualifications
- Bachelor's degree in business, public administration, finance, or related field.
- Extensive experience (10+ years) leading procurement and contracting functions, including policy development and enterprise-level contract management.
- Expertise in managing complex, high-value contracts across multiple categories (e.g., construction, professional services, technology).
- Strong understanding of applicable procurement regulations and compliance requirements.
- Proven ability to set strategy, lead modernization initiatives, and align procurement with organizational goals.
- Exceptional negotiation, analytical, and problem-solving skills.
- Proficiency with procurement and enterprise systems, as well as standard office software.
- Strong communication and relationship-building skills with internal and external stakeholders.
Preferred Qualifications
- Advanced degree in business, law, or public administration.
- Experience in both public and private sector procurement.
- Demonstrated success in implementing innovative procurement practices and programs.
Annual Compensation
Salary range: $196,146-$245,270 annually. Starting salary is typically between $196,146 and $220,709, depending on experience and qualifications. Remote employees located 150+ miles from headquarters or out of state may receive an adjusted rate.
