Position Overview

We are seeking an experienced Project Manager to lead the planning and analysis phases of a large-scale grant administration modernization initiative for a public sector organization. This role will support the development or procurement of an enterprise Grant Administration System that enhances transparency, efficiency, and compliance in the management of federal and state-funded grants.

The Project Manager will coordinate a contractor team-including a Business Analyst and Systems Architect-and collaborate with stakeholders across multiple departments to ensure project success.

Key Responsibilities

  • Lead and manage a cross-functional contractor team through planning and analysis phases

  • Develop and maintain project plans, schedules, budgets, and risk logs

  • Facilitate system, business, and technical requirements gathering

  • Oversee feasibility studies and system architecture design

  • Support the development of cost estimates for system implementation and maintenance

  • Coordinate engagement with internal stakeholders and technical teams

  • Report status updates, track deliverables, and support issue and risk mitigation

  • Align project outcomes with strategic goals and business needs

Required Qualifications

  • Minimum 10 years of experience managing large, complex projects from initiation through completion

  • Extensive knowledge of project management methodologies and best practices

  • Proven ability to manage multi-disciplinary teams and navigate across business units in large organizations

  • Strong communication and stakeholder engagement skills

Preferred Qualifications

  • Professional certifications such as PMP, Lean Six Sigma, or Change Management

  • Experience implementing or managing enterprise or grant management software

  • Understanding of financial management systems and their integration with grant platforms

  • Background in government or regulatory agency environments, especially related to compliance or funding processes

  • Ability to build effective working relationships across departments
