Position Overview
We are seeking an experienced Project Manager to lead the planning and analysis phases of a large-scale grant administration modernization initiative for a public sector organization. This role will support the development or procurement of an enterprise Grant Administration System that enhances transparency, efficiency, and compliance in the management of federal and state-funded grants.
The Project Manager will coordinate a contractor team-including a Business Analyst and Systems Architect-and collaborate with stakeholders across multiple departments to ensure project success.
Key Responsibilities
Lead and manage a cross-functional contractor team through planning and analysis phases
Develop and maintain project plans, schedules, budgets, and risk logs
Facilitate system, business, and technical requirements gathering
Oversee feasibility studies and system architecture design
Support the development of cost estimates for system implementation and maintenance
Coordinate engagement with internal stakeholders and technical teams
Report status updates, track deliverables, and support issue and risk mitigation
Align project outcomes with strategic goals and business needs
Required Qualifications
Minimum 10 years of experience managing large, complex projects from initiation through completion
Extensive knowledge of project management methodologies and best practices
Proven ability to manage multi-disciplinary teams and navigate across business units in large organizations
Strong communication and stakeholder engagement skills
Preferred Qualifications
Professional certifications such as PMP, Lean Six Sigma, or Change Management
Experience implementing or managing enterprise or grant management software
Understanding of financial management systems and their integration with grant platforms
Background in government or regulatory agency environments, especially related to compliance or funding processes
Soft Skills & Environment
Adaptable, collaborative, and proactive in stakeholder communications
Ability to build effective working relationships across departments
Organized, detail-oriented, and results-driven
