Regulatory Compliance Specialist
Type: Contract

Overview
The Regulatory Compliance Specialist will play a central role in establishing a unified global regulatory and compliance framework for a leading manufacturer in the lighting, control systems, and entertainment technology industry.
This role is responsible for ensuring that all products-ranging from architectural lighting and building control systems to entertainment-grade fixtures-comply with energy, environmental, and market regulations that govern global distribution. The position combines technical regulatory knowledge, process-building capability, and cross-functional collaboration.
The successful candidate will work closely with engineering, product management, legal, and manufacturing to interpret, implement, and document regulatory requirements that affect product design, testing, and market access.

Key Priorities
1. Energy and Building Code Compliance (Highest Priority)
○ Focus on the commercial and architectural energy codes that apply to lighting and building products.
○ Interpret and implement energy efficiency standards including ASHRAE, Illuminating Engineering Society (IES), and California Energy Commission (CEC) codes.
○ Collaborate with engineering and design teams to ensure products meet sustainability and low-energy consumption requirements prior to market release.
2. European Union Regulations and Compliance (Second Priority)
○ Support compliance efforts aligned with EU directives including REACH, RoHS, and other reporting and product stewardship mandates.
○ Assist in ensuring that product materials, components, and documentation meet European environmental and market access standards.
3. Import, Export, and Tariff Compliance (Third Priority)
○ Provide technical and administrative support related to Harmonized Tariff Schedule (HTS) classification, import/export documentation, and customs compliance.
○ Collaborate with supply chain and logistics teams to ensure accurate and compliant global product movement.

Expanded Scope of Work
The Regulatory Compliance Specialist will have a hands-on, detailed role that spans technical analysis, compliance documentation, process design, and interdepartmental coordination. The scope includes both strategic and operational activities, as outlined below:
1. Energy and Building Code Compliance
* Review product designs, specifications, and prototypes to ensure compliance with U.S. and international energy codes and performance standards.
* Evaluate and interpret regulatory requirements from ASHRAE, IES, CEC, and other governing bodies to guide design decisions.
* Develop and maintain compliance tracking tools and technical checklists that document product conformance to applicable standards.
* Liaise with third-party testing laboratories and certification agencies for energy and environmental validation.
* Conduct internal audits and gap analyses to identify potential non-conformance areas and propose corrective actions.
* Provide forward-looking insight on pending code revisions or new efficiency mandates that could impact upcoming product releases.
2. European Union Regulatory Compliance
* Research and apply EU product directives related to materials, chemicals, and sustainability, including REACH and RoHS.
* Coordinate data collection for chemical composition and materials reporting with internal teams and suppliers.
* Prepare and maintain Declarations of Conformity (DoCs) and other required compliance documentation for European markets.
* Assist in developing environmental and product stewardship strategies to align with EU sustainability expectations.
* Monitor updates from European regulatory bodies to ensure ongoing compliance for products sold internationally.
3. Import, Export, and Tariff Compliance
* Classify products and materials under appropriate HTS codes for customs and trade documentation.
* Ensure accuracy of tariff classifications and country-of-origin labeling for all international shipments.
* Support trade compliance reviews, audits, and inquiries.
* Collaborate with logistics teams to confirm that import/export transactions comply with global trade laws and internal company standards.
* Maintain a reference database of tariff codes and associated product classifications for consistent application.
4. Regulatory Documentation and Process Development
* Establish foundational regulatory procedures and documentation systems for the new compliance department.
* Draft standard operating procedures (SOPs) for regulatory review, product testing, and document retention.
* Develop structured templates for energy compliance reports, certification forms, and audit checklists.
* Partner with IT or document control to design a compliance data repository that allows for efficient traceability and recordkeeping.
* Participate in internal process improvement initiatives to streamline compliance review workflows.
5. Cross-Functional Collaboration
* Act as a liaison between technical and legal functions to ensure consistent interpretation of regulatory requirements.
* Coordinate with engineering and product management to integrate compliance requirements early in the product lifecycle.
* Communicate clearly with leadership, summarizing compliance findings, risks, and recommendations.
* Partner with supply chain and operations on vendor compliance, component traceability, and material sourcing alignment.
* Support the Senior Global Regulatory Manager in team development, prioritization, and project tracking.
6. Analytical and Communication Work
* Analyze data from testing, audits, and certifications to identify compliance trends or systemic issues.
* Prepare professional reports and summaries outlining compliance status, corrective actions, and upcoming regulatory deadlines.
* Maintain and continuously update a regulatory intelligence database that includes applicable codes, standards, and emerging trends.
* Deliver internal briefings or training sessions to increase organizational understanding of regulatory expectations.


Qualifications and Experience
* Strong understanding of lighting, building codes, and energy efficiency standards in commercial and architectural applications.
* Proven experience within manufacturing or lighting industry regulatory compliance.
* Familiarity with REACH, RoHS, ASHRAE, IES, and CEC codes and directives.
* Experience with import/export compliance and HTS classification.
* Excellent attention to detail and analytical ability in documentation and technical review.
* Strong communication and presentation skills; capable of translating complex regulations into actionable guidance.
* Demonstrated ability to build regulatory processes and documentation frameworks in an evolving organizational environment.
