Payroll Manager

Company Overview

Established, employee-owned organization supporting large-scale field operations across multiple locations in California. The company operates in a project-based environment with a sizable hourly workforce and is known for long-term stability, strong leadership, and a safety-first culture.

Position Summary

The Payroll Manager will oversee day-to-day payroll operations for a multi-location workforce that includes union and non-union employees. This role will lead payroll staff, ensure compliance with prevailing wage and certified payroll requirements, and maintain accurate and timely processing across all payroll cycles.

Key Responsibilities

  • Oversee weekly payroll processing for exempt, non-exempt, and union employees

  • Ensure compliance with federal, state, and local payroll regulations

  • Manage certified payroll and prevailing wage reporting requirements

  • Supervise and mentor payroll team members

  • Reconcile payroll to the general ledger and support month-end close

  • Prepare and file quarterly and annual payroll tax returns

  • Maintain accurate employee records and system integrity

  • Partner with auditors and support compliance reviews

  • Monitor legislative changes impacting payroll operations

Qualifications

  • 5+ years of hands-on payroll experience in a construction, infrastructure, or project-based environment

  • 2+ years of certified payroll and prevailing wage experience strongly preferred

  • Experience processing union payroll and interpreting collective bargaining agreements

  • Strong understanding of payroll accounting and GL reconciliation

  • Advanced Excel skills including pivot tables and lookups

  • Prior payroll team leadership experience required
