Senior Budget Specialist- Washington, DC
Our client, a Washington, DC-based organization serving federal programs, is seeking a Senior Budget Specialist to join their team. This full-time, on-site position plays a key role in budget formulation, execution, financial monitoring, and reporting across a variety of federal funding streams. The ideal candidate will bring substantial federal budgeting expertise, particularly with OMB Circulars A-11 and A-136.
Primary Duties:

Oversee and monitor both appropriated and non-appropriated funds, ensuring accurate documentation of allocations, obligations, commitments, expenditures, and fund movements.

Develop budget execution updates, financial analyses, funding forecasts, apportionment materials, and formal submissions to OMB, congressional stakeholders, and internal leadership.

Review annual operating plans, budget schedules, and financial statements to ensure compliance with federal requirements and mitigate risk of ADA violations.

Track budget performance, identify spending trends, and advise program leadership on funding availability, spending constraints, and the financial implications of major decisions.

Perform core federal budget activities such as posting obligations and de-obligations, processing fund transfers, and preparing supporting documentation for grants, contracts, vendor invoices, and procurement actions.

Complete monthly and quarterly reconciliations for general ledger accounts, subsidiary reporting, SF-133/SF-132 schedules, and related agency submissions.

Apply advanced Excel capabilities (PivotTables, VLOOKUP, and similar tools) to gather, analyze, and present financial data.

Support audit activities, assist with grant accrual calculations, review payroll and labor reports, and ensure adherence to internal controls and federal financial guidelines.

Maintain organized documentation, protect sensitive information, and stay informed on updates to federal accounting standards, regulatory guidance, and reporting policies.
Qualifications:

Bachelor’s degree or equivalent experience.

Prior federal agency experience, including work with OMB A-11 and familiarity with A-136 reporting.

Understanding of federal budget and accounting principles, federal financial systems, the USSGL, and automated reporting tools.

Strong proficiency in Microsoft Excel and the full Microsoft Office Suite.

Demonstrated experience preparing, reviewing, and analyzing budget and financial reports, reconciliations, and related documents.

Excellent analytical skills with the ability to interpret complex data and provide well-informed budget recommendations.

Strong written and verbal communication skills and the ability to work effectively with finance, administrative, and program teams.

Ability to manage shifting priorities, handle confidential information, and maintain accuracy in a fast-paced federal financial environment.
