Beacon Hill is currently seeking a Contract & Procurement Specialist to support a premier federal client located in Chesapeake, VA. This is a full-time, on-site role requiring five days per week in the office. The selected candidate will play a vital role in the full lifecycle of federal procurement operations, supporting acquisitions from planning through closeout. An active Secret clearance is mandatory for consideration.
Key Responsibilities:
- Provide end-to-end acquisition support to the Contracting Officer, including market research, Statement of Work (SOW) development, proposal evaluations, and post-award actions.
- Review and track incoming Requests for Information (RFIs), ensuring responses are accurate and submitted on time.
- Facilitate industry communications by compiling and publishing solicitation-related Questions & Answers.
- Manage micro-purchases and simplified acquisitions under $40K, including quote collection, documentation drafting, and coordination with the Contracting Officer for purchase order issuance.
- Draft and process requests for exceptions or deviations from standard procurement procedures.
- Support contractual arrangements for government-sponsored events such as conferences and workshops.
- Issue purchase orders for awarded contracts and ensure all related documentation is filed per established file management protocols.
- Prepare and process contract modifications, work authorization letters, and other related contractual documents.
- Maintain contractor records and databases to ensure accurate invoicing, contract tracking, and timely execution of contract options and reporting deliverables.
- Assist with invoice processing and support contract closeout procedures in coordination with the Contracting Officer.
- Provide acquisition support for Foreign Military Sales (FMS) and Acquisition Cross-Servicing Agreements (ACSA).
- Contribute to contract administration for National Security Investment Program (NSIP) projects.
- Conduct annual contract reviews to assess performance, compliance, and renewal status.
- Enter and maintain accurate procurement records in the CIRIS system.
- Perform other acquisition-related tasks as delegated by the Contracting Officer or Contracting Officer’s Technical Representative (COTR).
