The Payroll Supervisor / Manager oversees the end-to-end payroll function, ensuring accurate, timely, and compliant payroll processing for all employees. This role manages payroll staff, maintains compliance with federal, state, and local regulations, and partners with HR, Finance, and external vendors to support efficient payroll operations.
Key Responsibilities
Payroll Operations
Manage full-cycle payroll processing for hourly and salaried employees on weekly, bi-weekly, or semi-monthly schedules
Ensure accurate processing of wages, bonuses, commissions, overtime, shift differentials, and retro pay
Oversee payroll for multi-state and/or multi-entity environments
Review and approve payroll registers prior to submission
Ensure timely processing of tax withholdings, garnishments, benefits deductions, and year-end reporting (W-2s, W-3s)
Compliance & Controls
Ensure compliance with federal, state, and local payroll laws and regulations
Maintain SOX and internal control standards related to payroll (if applicable)
Manage audits, including internal, external, and government payroll audits
Monitor changes in payroll legislation and implement necessary updates
Leadership & Supervision
Supervise, train, and develop payroll staff
Establish workload priorities and ensure deadlines are consistently met
Create and maintain payroll procedures and documentation
Provide guidance on complex payroll issues and escalations
Systems & Process Improvement
Manage payroll systems and vendor relationships (e.g., ADP, Workday, UKG, Paychex, Ceridian)
Partner with HRIS, Benefits, and Finance teams on system integrations and data integrity
Drive process improvements, automation, and efficiency initiatives
Support payroll system implementations or upgrades
Reporting & Reconciliation
Reconcile payroll accounts to the general ledger
Prepare payroll-related reports for Finance and leadership
Support month-end and year-end close activities
Analyze payroll data for trends, variances, and accuracy
Qualifications & Skills
Bachelor’s degree in Accounting, Finance, Human Resources, or related field (preferred)
5+ years of payroll experience, including supervisory or management responsibility
Strong knowledge of payroll laws, tax regulations, and compliance requirements
Experience with multi-state payroll and complex pay structures
Proficiency in payroll systems and Microsoft Excel
Strong leadership, organizational, and communication skills
High attention to detail and confidentiality
