Our client is seeking a Development Services Manager to join their team in Bastrop, Texas. This role is responsible for overseeing and coordinating water service connections for residential, commercial, and subdivision development projects. Serving as the primary liaison between developers, engineers, public agencies, county officials, and internal departments, the Development Services Manager ensures projects move efficiently from planning through completion while meeting all regulatory, operational, and customer service requirements.
The ideal candidate is a proactive and highly organized professional with strong project management, relationship-building, and communication skills. This individual will thrive in a fast-paced environment, balancing multiple complex projects while providing exceptional service to stakeholders and helping guide the future growth and infrastructure needs of the communities served.
Key Responsibilities
- Manage and coordinate all aspects of water service delivery for subdivision and development projects, including feasibility studies, service agreements, project approvals, and final project reconciliation.
- Serve as the primary point of contact for developers, engineers, contractors, public agencies, and customers regarding utility service requirements, timelines, and project status.
- Track development projects from initial inquiry through construction, commissioning, and integration into the Aqua WSC system.
- Review feasibility studies, engineering plans, specifications, and development proposals to ensure compliance with Aqua WSC standards, policies, tariffs, and regulatory requirements.
- Partner closely with engineering, operations, customer service, and leadership teams to maintain alignment on project priorities and timelines.
- Coordinate water service requirements with county and municipal platting authorities and represent Aqua WSC in meetings with governmental agencies and community stakeholders.
- Administer and manage development service agreements, legal contracts, and related documentation.
- Maintain accurate development records, project tracking systems, forecasts, and financial reconciliations associated with service agreements.
- Assist in preparing project cost estimates, budgets, schedules, and infrastructure improvement recommendations for proposed developments.
- Communicate new development policies, procedures, and process changes to internal departments and external stakeholders as needed.
- Develop reports, correspondence, presentations, and recommendations for leadership regarding development activity, trends, and strategic initiatives.
- Contribute to the development and continuous improvement of departmental goals, policies, and best practices.
- Represent Aqua WSC professionally in public-facing interactions, fostering positive relationships and reinforcing the organization’s reputation as a trusted utility provider.
Required Qualifications
- Bachelor’s degree in Business, Public Administration, Engineering, Construction Management, Urban Planning, or a related field preferred.
- 5+ years of experience in utility services, land development, civil engineering, municipal planning, infrastructure development, project management, or a related field.
- Experience managing multiple development projects simultaneously from planning through completion.
- Experience working with developers, engineers, contractors, municipalities, or public agencies.
- Strong understanding of development processes, permitting, platting, utility service agreements, and regulatory compliance.
- Excellent written and verbal communication skills with the ability to effectively interact with internal and external stakeholders.
- Strong organizational skills with exceptional attention to detail.
- Proficiency in Microsoft Office Suite, including Excel, Word, and Outlook.
