Position Summary

The Maintenance Manager is responsible for planning, directing, and overseeing all maintenance operations for the Agency’s affordable housing portfolio. This position ensures that properties are maintained in safe, decent, sanitary, and compliant condition in accordance with HUD requirements, local codes, and agency standards. The ideal candidate will have strong knowledge of government procurement practices, contract administration, and HUD inspection protocols, including NSPIRE or applicable inspection standards.

Essential Duties and Responsibilities

Maintenance Operations

  • Direct and oversee daily maintenance operations across all assigned properties, including work order management, preventive maintenance, unit turnovers, and emergency repairs.
  • Establish and monitor preventive maintenance programs to extend asset life and reduce capital and operating costs.
  • Ensure timely completion of work orders and unit make-readies in accordance with agency performance benchmarks.
  • Conduct regular site inspections to identify deficiencies, safety hazards, and maintenance trends.

HUD Compliance & Inspections

  • Ensure properties meet HUD Housing Quality Standards (HQS), NSPIRE, or other applicable HUD inspection protocols.
  • Prepare properties for HUD, state, local, and internal inspections; coordinate corrective actions and follow-up documentation.
  • Track inspection results, analyze deficiencies, and implement corrective and preventive measures to improve inspection scores.
  • Maintain inspection readiness at all times.

Procurement & Contract Administration

  • Administer maintenance-related procurement activities in compliance with federal, state, and local government procurement requirements.
  • Prepare scopes of work, solicit bids, evaluate proposals, and recommend contract awards.
  • Oversee vendors and contractors to ensure quality workmanship, compliance with contract terms, and timely completion of services.
  • Monitor maintenance budgets, approve invoices, and ensure proper cost allocation and documentation.

Supervision & Staff Development

  • Supervise maintenance supervisors, technicians, and related staff.
  • Assign work, monitor productivity, and enforce quality and safety standards.
  • Provide coaching, performance feedback, and training to strengthen staff skills and accountability.
  • Promote a culture of safety, professionalism, and customer service.

Inventory & Asset Control

  • Oversee maintenance inventory, tools, equipment, and materials to ensure proper security, tracking, and usage.
  • Implement controls to prevent loss, misuse, or waste of agency resources.

Safety & Risk Management

  • Enforce OSHA, EPA, and agency safety policies and procedures.
  • Ensure proper handling of hazardous materials, lead-based paint, mold, and other environmental risks.
  • Investigate incidents and implement corrective actions to reduce future risk.

Preferred Qualifications

  • High school diploma or GED required; associate’s or bachelor’s degree in facilities management, construction management, or related field preferred.
  • Minimum of five (5) years of progressive maintenance experience, including supervisory responsibility.
  • Demonstrated knowledge of HUD inspection protocols (HQS, NSPIRE, or equivalent).
  • Working knowledge of government procurement and contracting requirements.
  • Experience managing maintenance operations within affordable housing, public housing, or similar regulated environments.
  • Good understanding of building systems (HVAC, plumbing, electrical, carpentry, and life safety systems).
  • Certifications such as CAMT, CPO, HVAC, or other relevant trade certifications.
  • Experience with property management or maintenance management software.
  • Prior experience working with federally funded housing programs.
