Location: Hybrid Wayne, PA (1-2 days/week on site)
Duration: 6+ month contract
The Lead Business Systems Analyst provides leadership for enterprise healthcare data integration and interoperability initiatives, with a strong focus on HL7/FHIR standards and regulatory compliance. This role owns end‑to‑end business analysis activities across complex, cross‑functional programs and serves as a trusted advisor to technical teams and business stakeholders.
The Lead BSA is responsible for eliciting, analyzing, and validating business requirements and translating them into clear functional and technical specifications, source‑to‑target mappings, and process documentation. This role leads analysis efforts across multiple concurrent workstreams and partners closely with Development, QA, Architecture, and other IT teams to ensure high‑quality delivery.
The position acts as a subject‑matter expert for CMS and ONC interoperability requirements and clinical data exchange standards, including FHIR, CCD, ADT, and SIU. The Lead BSA supports enterprise FHIR, HEDIS, and other regulatory initiatives, ensuring alignment with compliance, reporting, and operational needs.
The role performs and oversees hands‑on data analysis, validation, and troubleshooting using SQL and analytics platforms such as Databricks or Snowflake. Responsibilities include supporting QA and implementation activities through review of test cases, data outputs, defect analysis, and assessment of regulatory impacts.
The Lead BSA drives collaboration across internal teams, offshore analysts, and external partners, facilitating decision‑making, issue resolution, and successful execution. This role leads and mentors onshore and offshore BSAs, establishing analysis standards, reviewing deliverables, and guiding professional development.
The position communicates program status, risks, dependencies, and recommendations to leadership and cross‑functional stakeholders, contributing to planning, governance, and delivery oversight.

Required Skills and Experience
- Hands‑on FHIR experience is required.
- 5+ years of experience in healthcare IT, data integration, or business analysis, with demonstrated leadership responsibility.
- Strong techno‑functional background with the ability to communicate effectively with both business and technical teams.
- Proven experience leading requirements gathering and translating business needs into functional and technical deliverables.
- Strong working knowledge of CMS Interoperability regulations is required.
- Deep understanding of HL7/FHIR standards, CCD/ADT/SIU transactions, and clinical coding systems such as LOINC, ICD‑10, and CPT.
- Proficiency in SQL and experience using analytics platforms such as Databricks or Snowflake for data analysis and data quality validation.
- Ability to analyze complex datasets and provide clear, evidence‑based insights to drive decisions.
- Strong documentation, leadership, and stakeholder‑management skills.
- Solid understanding of managed care operations, including claims, enrollment, HEDIS, utilization management, care management, and risk adjustment.
