Job Description:

  • Manage the full subcontract lifecycle from proposal support and solicitation through award, administration, and closeout in both secure and non-secure environments.
  • Support multiple business units by reviewing subcontract requirements, coordinating proposal activities, and developing Request for Proposals (RFPs).
  • Issue subcontractor RFPs, evaluate proposals, conduct price reasonableness assessments, and ensure compliance with TINA requirements.
  • Negotiate subcontract terms and conditions, including Non-Disclosure Agreements (NDAs), Teaming Agreements, and complex subcontract agreements.
  • Analyze subcontract risks, develop mitigation strategies, and recommend alternative approaches to support program objectives.
  • Serve as the primary liaison between subcontractors and internal stakeholders, including Program Management, Contracts, Finance, Business Development, and Project Controls.
  • Administer a variety of subcontract types and contracting vehicles, including FFP, Cost-Type, IDIQs, Master Agreements, OTAs, and BOAs, while ensuring compliance with company procedures and contractual obligations.
  • Conduct cost analyses, maintain procurement data within MRP systems, prepare complete subcontract files and documentation, and participate as a key member of Integrated Product Teams (IPTs).

Requirements:

  • Active Secret Security Clearance or higher required; ability to support classified and unclassified programs.
  • 5+ years of subcontract administration experience supporting government, defense, aerospace, or related program-level contracting environments.
  • Proven experience managing the full subcontract lifecycle from proposal support through contract closeout.
  • Strong experience negotiating subcontract terms and conditions, NDAs, Teaming Agreements, and other complex contractual agreements.
  • Thorough knowledge of FAR, DFARS, ITAR, contract law, negotiation techniques, and risk management principles.
  • Experience administering multiple contract types and contracting vehicles, including FFP, Cost-Type, IDIQs, Master Agreements, OTAs, and BOAs.
  • Demonstrated ability to conduct subcontract cost analyses, evaluate price reasonableness, and ensure compliance with applicable regulations and contractual requirements.
  • Strong communication, analytical, and organizational skills, with proficiency in Microsoft Office, contract management systems, and spreadsheet-based analysis tools.
