Business Intelligence (BI) Architect / Data Reporting Analyst

Location: Remote (Must reside in Wisconsin or relocate prior to start)

Client: State of Wisconsin – Department of Health Services (DHS)

Duration: Long-term contract (through June 30, 2027, with extension potential)

Schedule: Monday-Friday, 8:00 AM – 5:00 PM CST

Work Authorization: Must be authorized to work in the U.S.

Position Overview

The State of Wisconsin Department of Health Services (DHS) is seeking a Business Intelligence (BI) Architect / Data Reporting Analyst to join its Integrated Data & Analytics Section (ID&AS).

This role supports complex data initiatives for Wisconsin’s Medicaid and FoodShare programs, focusing on the full lifecycle of data reporting-from gathering business requirements to developing and delivering reporting solutions.

The ideal candidate will bridge the gap between policy, business needs, and technical implementation, ensuring all reporting outputs align with state and federal regulatory requirements.

Key Responsibilities

Data Analysis & Report Development

  • Design, develop, and maintain complex standard and ad hoc reports
  • Write and optimize queries using tools such as SQL and/or SAS
  • Extract, transform, and analyze data from enterprise systems
  • Validate report outputs to ensure data accuracy, integrity, and quality

Stakeholder Engagement & Requirements Gathering

  • Collaborate with business users, IT teams, and external partners to define reporting needs
  • Translate business and policy requirements into technical specifications
  • Evaluate system designs and recommend improvements to reporting processes

Regulatory Compliance & Policy Integration

  • Analyze changes in state and federal regulations and assess impact on reporting
  • Ensure reporting solutions remain compliant with evolving Medicaid/healthcare policies
  • Identify opportunities for cost savings and process efficiency improvements

Documentation & Project Support

  • Develop technical documentation, including requirements, data flows, and process diagrams
  • Create user guides and training materials for report consumers
  • Lead or support small to mid-sized projects and reporting initiatives

Required Qualifications

  • 3-5 years of experience in:
    • Data analysis and report development
    • Stakeholder engagement and requirements gathering
    • Regulatory compliance and policy analysis
    • Documentation and project leadership
  • Experience with SQL and/or SAS for data querying and reporting
  • Strong understanding of data reporting lifecycle and validation processes
  • Excellent communication, organization, and problem-solving skills

Preferred Qualifications

  • Experience working with Medicaid, MMIS, or healthcare systems
  • Background in business analysis, testing, and process improvement
  • Knowledge of data warehousing concepts (ETL, schemas, data modeling)
  • Experience with reporting tools such as:
    • Power BI, Tableau, SSRS, or similar platforms
  • Familiarity with business process reengineering and system optimization
  • Professional certifications (e.g., CBAP) are a plus

Work Environment

  • This position is remote, but work must be performed within the State of Wisconsin
  • Candidates must be Wisconsin residents or willing to relocate prior to start (at their own expense)
  • Occasional onsite presence in Madison, WI (approximately once per month) may be required
